City of Southfield - the center of it all

Shall Section 8.6(a) of the Charter of the City of Southfield, Oakland County, Michigan, be amended so as to permit the levy by the City of an additional ad valorem tax in an amount not to exceed 4.9183 mills for City purposes? This 4.9183 additional millage authorization consists of the following components specifically dedicated as follows:

a) 4.0581 mills for police, fire and emergency medical services;
b) 0.7066 mill for library purposes;
c) 0.0976 mill for parks and recreation purposes; and
d) 0.0560 mill for neighborhood street maintenance
