Procedure for Filing a Site Plan Application


Site Plan Review by Planning Commission / City Council
  1. Return completed Site Plan Review Application (pdf) in duplicate and filing fee (pdf) with twenty (20) copies of the site plan, landscaping plan, and building elevations, prepared in accordance with the requirements as described on the Site Plan Review Checklist (pdf).
    Please Note: Application may be downloaded. Do not e-mail completed application, as original signatures are required.
  2. The submission of five (5) copies of a community impact statement in connection with a rezoning application or site plan review application is necessary when the following exists:
    1. A request for rezoning or site plan approval is submitted, whichever shall occur first, for parcels having an area of ten (10) acres or greater, or
    2. A development of one hundred and fifty thousand (150,000) square feet of gross floor area or more is submitted for site plan review, or
    3. A development of two hundred (200) dwelling units or more is submitted for site plan review, or
    4. When three (3) or more points are accumulated from the CIS table (pdf).
  3. The City Council, when it has received the recommendation of the Planning Commission, will forward the item to the Council Site Plan Committee for study.
  4. When the Council Site Plan Committee has completed its study, the City Council will schedule a meeting to make their decision (approval or denial) on the site plan.
  5. An additional twenty (20) copies of the site plan, landscape plan, and building elevations, incorporating any changes requested by the Planning Department and Planning Commission, shall be submitted to the Planning Department one (1) week prior to the City Council Regular Meeting.
  6. Site plan approval by the Planning Commission and City Council usually requires three (3) to four (4) months to complete.
  7. If it is determined by the Planning Department that one is required, submittal of the Site Maintenance Agreement (pdf) with the required fee is required before any permits are issued.

Administrative Site Plan Review

Please note: Per Section 5.22(10), Article 4, Chapter 45 of the Southfield City Code, more commonly known as the Zoning Ordinance,

“The City Planner shall be authorized to review and approve amendments to previously approved site plans, when said amendment is for expansion of floor space which is no greater than twenty-five percent (25%) of the gross square footage and not to exceed 10,000 square feet (930 square meters) of the previously approved site plan and provided the amendment meets all the requirements of this Chapter. (Amended - Ordinance 1153 - 11/26/84).”

  1. Return completed Site Plan Review Application (pdf) in duplicate and filing fee (pdf) along with ten (10) copies of the site plan, landscape plan, and building elevations, prepared in accordance with the requirements as described on the Site Plan Review Checklist (pdf) to the Planning Department.
  2. Submit completed Site Plan Review Checklist (pdf).
  3. If the site plan is found to comply with all applicable requirements, the plans are approved and distributed to the petitioner and pertinent City departments.
  4. If the plan is found deficient in requirements, the petitioner will be notified and given an opportunity to revise the plans for further review.
  5. Site plan approval by City Administrative Staff usually takes approximately three (3) to four (4) weeks to complete.
  6. If it is determined by the Planning Department that one is required, submittal of a Site Maintenance Agreement (pdf) with the required fee is required before any permits are issued
