City Administrator James G. Scharret has served the City of Southfield in varying capacities for 32 years. He has held the increasingly more responsible positions of Director of the Office of Management and Budget, Fiscal Services Director, and Deputy City Administrator. Mr. Scharret holds a Bachelor of Science Degree in Business Administration from Wayne State University and a Master’s Degree in Public Administration from Central Michigan University.

As the City Administrator, Mr. Scharret is responsible for the day to day operations of the City. The Administrator is appointed by and serves at the pleasure of the seven-member elected City Council. The role of the Administrator is to implement policies as determined by the City Council. The City Administrator attends all City Council meetings and reports directly to the Council on all relevant matters of City business.

The mission of the City Administrator’s Office is to manage the delivery of City services within established policies; to work with all departments and divisions of the City to develop methods designed to enhance the quality, efficiency and effectiveness of services; to insure the fiscal health of the community; and to continue to maintain a high priority for economic development, planning and redevelopment within the City of Southfield.

Among other duties, the City Administrator develops and manages the annual budget; coordinates the strategic planning process; and continuously seeks opportunities for enhancing the efficiency and effectiveness of operations throughout all departments of the City.

The City Administrator’s Office is a lean and efficient operation with only two full-time positions including the City Administrator and the Administrative Assistant to the City Administrator.
